Will more widespread use of ICTs in public administration also turn us into more active and efficient users of the public sector? How will this affect privacy and security? And can the new technology be used to enhance our role as citizens as well as customers?
Internet banking has revolutionised the banking sector: To a large extent the costumers do the necessary work, and the banks have cut spending on service. Similar arrangements are expected in the public sector.
The Norwegian Minister of Modernisation will launch a personal internet portal in 2006. This portal which will digitalise several areas of interaction between citizens and the public sector.
As part of the work on the portal, official authorities will review and coordinate data, develop metadata, design user interfaces, specify electronic ID and more.
The Norwegian Board of Technology will comment on the digitalisation of the public sector in Norway, based on the work of an expert group and citizen panels.
The project will run from April 2005 to spring 2006.
